#Mariga can’t participate in #KibraByElection2019 for two reasons.

1/ The #VOTERREGISTER for #KIBRA was CLOSED & can't have his name Sec. 5(1a-c) Election Act, 2011.

2/ The PRINCIPAL REGISTER must be gazetted to make it legal & valid for use in election as per Sec 6 Election Act, 2011. The last gazettement was in 2017 general election as the only legal voter register today.
