I'm sure there's an executive power of sort that the Prime Minister can use to grant Thomas Partey the visa based on the fact that he's well-known person, an international figure, and the fact that the Ghanaian government considers him their ambassador and will be willing to cooperate fully with the Canadian government in the event anything goes wrong by Partey's presence in their country.

That's one thing he lacks; or probably has not been "coached" to add to his game. The lad is a fantastic defensive midfielder; with strength, stability, agility and excellent ball control/possession. What he now needs is for a coach to FORCE him to be incisive (even destructive) with his passes upfront. Thomas Partey will play no part in Ghana’s first World Cup game in Toronto as he has been denied entry to Canada, sources have told The Athletic.
Ghana are set to open their tournament at Toronto’s BMO Field against Panama on Wednesday, June 17 but sources familiar with the process, who are not authorised to discuss it publicly, have told The Athletic that Partey cannot travel to Canada and therefore will not be able to feature.
The Canadian government website outlines that, “if you have committed or been convicted of a crime, you may not be allowed into Canada.” Partey has been charged, but is awaiting trial and has not been convicted.

The British media (Athletic and the rest) are corrupt organizations. Working in cahoots with their system to very egregiously defame and/or try to 'convict' someone that's worked faithfully in that country and brought so much joy to many British fans who were Arsenal fans.

Yesterday, the Athletic and some other British media outlets published stories about Thomas Partey’s gr@pe allegations and questioned whether he should be allowed to represent Ghana at the World Cup while the case was still in court. They debated whether he should be allowed to play or not.
Today, Thomas Partey has been denied entry into the United States and is set to miss all three of Ghana’s group stage games.
They sat down, discussed it, and decided that Partey should not be allowed to play.

No court in the UK has found Partey guilty for any or all the charges and accusations leveled against him.
