May we highlight something you already know: Lt Gen Molefe Fani was brought into SAPS through external recruitment directly from National Treasury, and appointed straight into the rank of Lieutenant General.
This practice is neither new nor controversial, it is a well-established SAPS Recruitment Policy mechanism for sourcing scarce technical expertise at senior levels. SAPS has long used this pathway for specialised roles in Supply Chain, ICT, Forensics, Intelligence and other high-complexity environments.
Brigadier Dineo Mokwele is a specialist in the field of Mechatronics, a discipline that blends mechanics, electronics and computing. It’s the kind of qualification used in robotics, automated machinery, control systems, and advanced technological environments.
This is exactly the skillset modern policing requires for digital systems, sensors, cyber-technology, forensic tech, and high-tech equipment management.
In fact, Gen Masemola explained this in finer detail during the Portfolio Committee meeting on 5 March 2025, outlining how technical skills recruitment is structured and why external appointments are sometimes necessary.
Which brings us to an obvious question: Why did the so-called whistleblowers remain silent on Lt Gen Fani’s external appointment into a 3-star rank, yet suddenly discovered outrage when it came to Brig Mokwele?
If SAPS policy permits external recruitment of a Lieutenant General, why was the appointment of a highly-skilled Mechatronics specialist met with such selective fury?
