فشار خارجی می‌تواند جمهوری اسلامی را ضعیف‌تر کند، منابعش را تحلیل ببرد و دامنه انتخاب‌هایش را محدود سازد، اما نباید تصور کرد تضعیف یک حکومت لزوما به تغییر آن نیز منجر می شود.

تجربه کوبا، عراقِ صدام پس از ۱۹۹۱ و کره شمالی نشان می‌دهد که حکومت‌های اقتدارگرا می‌توانند سال‌ها و حتی دهه‌ها زیر شدیدترین فشارهای اقتصادی دوام بیاورند. در حالی که بخش بزرگی از هزینه این فرسایش را مردم می‌پردازند. فشار اقتصادی، به‌خودی‌خود، نه به تسلیم حکومت می‌انجامد و نه الزاماً به آزادی جامعه.
بنابراین فشار خارجی را باید ابزار دید، نه راه‌حل نهایی.

پرسش تعیین‌کننده برای ما این است که آیا آماده‌ایم ضعف حکومت را به قدرت جامعه تبدیل کنیم؟

هرچه جمهوری اسلامی ضعیف‌تر می‌شود، مسئولیت نیروهای آزادی‌خواه و ملی سنگین‌تر می‌شود. تقویت شبکه‌های داخل کشور، گسترش ارتباط مؤثر با جامعه، هماهنگ‌کردن نیروهای سیاسی و مدنی و، مهم‌تر از همه، ارائه تصویری روشن و باورپذیر از آنچه می‌تواند جایگزین وضع موجود شود، از نیازهای امروزند.

اگر در لحظه ضعف حکومت، نیرویی سازمان‌یافته، متصل به جامعه و برخوردار از چشم‌اندازی معتبر برای فردای ایران وجود نداشته باشد، یک فرصت تاریخی می‌تواند از دست برود.

فشار و محاصره می‌توانند منابع جمهوری اسلامی را محدود و فرصت ایجاد کنند، اما فرصت، تغییر نیست. آنچه فرصت را به تغییر تبدیل می‌کند، آمادگی، سازمان‌یافتگی و همبستگی ایرانیان است.

در نهایت، هیچ قدرت خارجی نمی‌تواند این بخش از معادله را به جای ما حل کند.
