The thing to actually pay attention to is if they specifically mark it as some sort of tariff charge when you buy. If they do that, then they are stepping out of line with "the norm" (just rolling it in) and clearly making a statement.

Joining the EU on the other hand, that would be giving up sovereignty. Maybe be concerned about that?

Provisionals and overseas (different things) are both counted later because both, for different reasons, need extra time.
