@DPearsonPHL She is correct. Easy to say no time limits until your neighborhood becomes unlivable due to the behavior of drunk patrons. Look at Midtown Village, endless quality of life issues because of the drunks. Only too happy to permit this next to where you live. Enjoy the mayhem.
