A centralized, faceless tax system could be one of Pakistan’s most important tax reforms if implemented properly. By reducing direct contact between taxpayers and tax officials, it can significantly curb corruption. The biggest losers would be the three traditional beneficiaries of corruption: corrupt tax collectors, tax evaders, and intermediaries who profit from the system.
However, public awareness is critical. Taxpayers must be clearly informed that there is no need to pay anyone claiming they can “manage” officers or secure favors through connections. In a truly faceless system, such influence should have no value.

Taxes, particularly sales tax, are essential for documenting the economy. Therefore, filing tax returns is important. A person who pays a significant amount of tax but remains outside the tax net represents a missing link in the documentation process.
If you ask traders in busy commercial areas to pay Rs 5,000 per month without filing a tax return, many will do so willingly. However, if you ask them to pay Rs 2,000 per month and file a tax return, many will refuse.

Who will blink first? Believe me most traders are not afraid of tax audits and FBR, they are afraid of documentation.
Why? Let me explain!
The government keeps launching schemes to bring traders into the tax net. We have seen documentation drives, fixed tax schemes, trader-friendly packages, amnesties, simplified registrations, and countless deadlines. The assumption has always been the same: traders are staying out because they fear audits.
What if the assumption itself is wrong?
Most traders are not afraid of audits. They are afraid of documentation that could require them to explain the sources of their vehicles, houses, Hajj and Umrah expenses, and other assets.
Every new scheme is announced as if the real hurdle is paperwork. The government says, “Come into the tax net, we will make compliance easier.” Traders reply, “That is exactly what we are trying to avoid.”
That is why many previous schemes failed to produce the promised results. The problem was never registration. The problem was documentation and the disclosures that come with it.
The current scheme may be technologically impressive, but the real test remains simple: will traders willingly enter a system designed to make documented?
The government sees documentation as a path to revenue. Traders see it as a path to higher costs.
Now we wait to see who blinks first this time…

@HamzaSheranii The simple answer is that we cannot punish traders. They have a large voting base and possess the ability to shut down markets through collective action.
@motasim@AmerSharifOFCL@UnderCsPakstani These businesses are beneficiaries but look at their performance. Our exports are almost stagnant for last many years.
Make the Auditor General’s Office truly independent, provide it with adequate resources, including training, and grant judicial powers to the Public Accounts Committee (PAC) so that it can hold culprits accountable, including imposing jail sentences where warranted. This would make a meaningful difference.
However, the PAC should consist solely of elected public representatives, as they are responsible for safeguarding taxpayers’ money.
@Ahameed2001 Thank you for adding to our knowledge. One of my friends who works with FBR tells such stories. This is ironic: tax evaders guide the government on how to collect taxes.
We expect that, instead of asking for the tax base to be broadened, you, as a loyal Pakistani, should offer the Prime Minister the opportunity to send tax auditors to your company.
You will allow them to conduct a withholding tax audit and provide evidence supporting the management fees and legal and professional charges claimed, which appear excessive.
You will also provide details of all software imports on which amortization is being claimed, despite the unclear cost and fair market value of those assets.
In addition, as a Pakistani company, you should disclose your transactions with related parties and your ultimate parent company, particularly where such arrangements reduce your tax liability.
This will enhance your company’s goodwill and set a positive example for others to follow.

The next step is to accelerate Pakistan's digital transformation. Rationalise broadband taxes and back a mass-scale smartphone instalment programme. More Pakistanis online means more productivity, more freelancers, more IT exports. Affordable connectivity is a key economic driver. The upcoming budget needs to make this happen.
