During his tenure, controversial budget "insertions" totaling P75 billion were discovered in the DPWH budget—insertions that Secretary Villar himself admitted he had no knowledge of when they appeared in the National Expenditure Program.

This lack of oversight alone raises serious questions about his leadership of the agency during a period when corruption allegedly flourished.

Now, as a member of your Blue Ribbon Committee, Senator Villar finds himself in the extraordinary position of investigating the very department he once led.

This is not merely inappropriate—it is a fundamental violation of basic principles of accountability and justice.

How can we expect an impartial investigation when one of the key figures who should be answering questions is instead asking them?

The evidence of systemic corruption during Senator Villar's tenure as DPWH Secretary is overwhelming:

Recent revelations have exposed that billions allocated for flood control projects have vanished, with many projects existing only on paper.

These "ghost projects" were approved and funded during the period when Villar headed the DPWH.

The controversial P75 billion in budget insertions that Senator Panfilo Lacson exposed in 2019 occurred under Villar's watch.

When questioned about these insertions, Villar claimed ignorance—a defense that either points to gross negligence or deliberate deception.

Current investigations reveal that a small group of contractors received the majority of flood control projects, suggesting a systematic scheme that would have required high-level approval.

Because of my consistent commentaries against Chiz Escudero, may tweety bird from the House of Representatives na bumulong satin about the following FACTS:

1. Chiz Escudero visited the House of Representatives on November 30, Bonifacio Day - a holiday.

2. There was no work for majority of the staff or employees of the House of Representatives on Nov. 30.

3. There was also no bicameral conference committee (bicam) meeting on Nov. 30 inside the House.

4. There was also NO Senate staff or employees in the House on Nov. 30.

5. Chiz Escudero went to the Office of Congressman Zaldy Co, who was then the Chair of the Committee on Appropriations.

Zaldy Co was not in the office so Chiz Escudero coordinated with the office staff to ensure his budget insertions remain intact.

CONCLUSION:

1. Sinungaling si Chiz Escudero

2. He really wanted to ensure his budget insertions remained intact.

3. The budget insertions are pork barrel for Chiz Escudero (his home province Sorsogon getting 9 Billion pesos based on documents) and his allies.

The point is, while these families enjoy the power, public funds, and our resources — the Filipino masses remain poor and neglected by the government who pays for their salaries.

The Philippines cost of living is not a joke yet we still are behind our neighboring countries in Southeast Asia.

Our transportation system is still in a chaotic system. Our healthcare and Education system still lacks its support and development.

Our teachers and nurses are still overworked yet underpaid.

Our labor laws and benefits including our basic salary seems like we’re in the early 2000’s.

Una, ang audit opinion ay hindi audit rating. Ito po ang end product ng isang financial audit.

Ang pangunahing layunin ng financial audit ay magbigay ng assurance sa stakeholders tulad ng investors, creditors, at regulators na ang financial information na ipinapakita ng isang organisasyon ay maaasahan at mapagkakatiwalaan.

Tama ba ang suma ng nireport mong mga nagastos? Pag-aari ba talaga ng ahensya ang mga assets na nasa balance sheet? Tama ba ang valuation? Hindi ba overstated ang receivables? Totoo bang may pinagkakautangan? Ilan lang ito sa mga tinutugon ng ganitong klase ng audit.
