Not to say it would have been successful but there seemed little attempt by other situationally aware officers to take advantage of her obvious fixation with the officers straight ahead of her.

Neuro-muscular incapacitation of that muscle 1/2

@AndrewMass82985 @Quadcarl CED or Tasers work by neuro-muscular incapacitation. Someone "on something" can't power through or overcome the effects.
That said, there are numerous external and environmental factors which affect the successful deployment of a CED.
No real issues in deployment here though.
