I literally just got on California website to register to vote in California and got all the way to the final screen before I stopped. They don't require the last 4 SSN they don't require a drivers license # there's a box that you click and say you don't have it. No home address, no problem just put whatever street corner you are sleeping on. Try it ABC!!
