You would want to take women back to the dark ages? Keep them safe at home since people misbehave at offices too?

The army doctor is helping needy civilians in his / her official time when free of looking after serving personnel. If the doctor is neglecting her core duties then it’s wrong prioritisation but waste of public money, how?
