It’s like how there’s differentiations between combat speed, travel speed, and reaction speed. Someone has the ability to teleport but they can’t react to FTL, etc.

It's a comic book so obviously there's suspension of disbelief, but in no way is it ever a "good thing" sound travels faster underwater. It's disorienting, with less time to process the sound too.

Otherwise, water impedes his smell, touch, and there is actually sometimes the caveat that water carrying sound faster overwhelms him.
