The problem Twitter will have on the engineering side is they would need to hire experienced *software engineers*, going forward, but they will only get experienced coders/programmers/hackers.
They also only reward those approaches. Software engineering is longer term focused.
How do you estimate the team cost for a project? Don't. Create stable teams (a fixed cost). Replace project thinking w/ product thinking. What's the most important thing that moves the entire product forward? Do that. Bring work to the teams. Don't form teams to do the work.
