1. The Claim That 'The NTS Viewed It as a Paper Company' Is Groundless

Under Article 81-13 (Confidentiality) of the Framework Act on National Taxes, the National Tax Service (NTS) cannot publicly disclose its official stance regarding taxes levied on a specific taxpayer, as that constitutes an unlawful leak of tax information. Furthermore, the pre-assessment review is a closed procedure meant to protect taxpayers' rights, so the results are shared only with the taxpayer and are strictly prohibited from being leaked.

* The Reality: Despite media reports claiming from the start that 'the NTS viewed Cha Eunwoo’s agency as a paper company,' the NTS cannot legally state its position, and the review results weren't even out. There is no way for third parties or the media to actually know whether the NTS viewed it that way or not.
* How the Rumor Started: The 4th Investigation Bureau (which was deployed due to issues surrounding Namgoong Kyun) handled the special audit, and the corporate address happened to share a location with an eel restaurant. So-called 'experts' made arbitrary guesses based on this, and the media cited them as fact to report that 'the NTS viewed it as a paper company,' resulting in mass misunderstanding.

So the claim that 'the NTS viewed it as a paper company' is unverified, baseless nonsense.

2. Why It Isn't Tax Evasion or Fraudulent Invoicing

As mentioned earlier, if it were genuinely a paper company, the tax invoices issued by Cha Eunwoo’s agency and received by Fantagio would be considered fraudulent (fake) tax invoices. That would fall under 'fraud and other unlawful acts,' requiring:
1. Heavy penalty taxes (a 40% penalty for fraudulent underreporting).
2. Conversion to a formal criminal tax offense investigation.
3. Criminal charges filed by the NTS.

However, Cha Eunwoo was not subjected to heavy penalty taxes, no criminal tax investigation was launched, and the NTS filed no criminal charges. The NTS never viewed Cha Eunwoo's agency as a paper company (a tax evasion crime involving fake tax invoices) nor did they deem it tax evasion.

3. Paper Company vs. Denial of Corporate Personality

* Paper Company: A phantom entity with zero human or physical infrastructure. Transactions through it are fake transactions, which constitute criminal tax evasion.
* Denial of Corporate Personality: In exact tax law terminology, this refers to a 'change in the recipient of income based on the principle of substance-over-form taxation.' The NTS acknowledges that the corporation actually exists and that services were genuinely rendered. However, it reclassifies the primary party providing the service (the actual recipient of income) as the 'individual' rather than the 'corporation.'

This is not a tax crime where someone sets up a non-existent ghost company to dodge taxes. The NTS acknowledged that the corporation was legally established, real, and operating normally. However, the tax authorities shifted their interpretation during the 2025 audit compared to the 2024 audit, assigning the income to the individual (Eunwoo) instead of the corporation, changing the tax category (from corporate tax to personal income tax), and reassessing the tax bill.

This is why other celebrities in similar situations stated it was a 'difference in legal interpretation with tax authorities.' Cha Eunwoo is in the exact same boat, yet he was mindlessly witch-hunted as a tax criminal before the results were even out.

All these cases were treated as tax discrepancies, tax assessments, updates on tax status, or differences in the interpretation of the law. Basically the exact same thing as CHA EUNWOO, with the difference that Cha Eunwoo had his tax information leaked when he didn't even have a tax bill to pay and was merely in the review stage, an audit. At no point was he under investigation for tax evasion, and no one knows this because his agency, Fantagio, didn't clarify it and won't, because the entire investigation started because of Fantagio’s major shareholder and chairman, Namgoong Kyun, due to his multiple corporate moves and corruption across his business entities, one of them being Fantagio. Cha Eunwoo ended up involved by association, as a Fantagio artist, which is why he was audited, AUDITED. The investigation is into Namgoong Kyun, not Eunwoo.

And they ran a smear campaign against him that continues to this day, using an eel restaurant owned by Eunwoo’s family as an excuse, claiming it was the registered address of his individual company. But in reality, the plot of land where that restaurant sits had at least four different buildings, one of which had offices and a meeting room. That's how all of you fell for complete fake nonsense and are using it to attack Eunwoo... By the way, Namgoong Kyun is also under criminal investigation for deceiving minority shareholders in another company, the head company behind Fantagio... a criminal who uses media play against Eunwoo to cover up his own crimes.

All these actors were protected by their agencies.. Cha Eunwoo was used by fantagio. I hope you can understand what is really happening
