Nu de taak om de vernieuwing zodanig vorm te geven dat het het stelsel daadwerkelijk verbetert en ruimte komt voor verschillende vormen van onderzoek en publieksbetrokkenheid/impact (i.p.v. alleen publicaties/citaties tellen).
