“As the registrations come in we will find out just how many there are”, according to @scotgov’s Housing Minister. Good policy makers use robust data in order to inform the need for legislation. You don’t legislate to provide the evidence to introduce the legislation.
Regardless, the same @scotgov Minister contends that #STL licensing is not about ‘managing down’ numbers, but basic health & safety. So, which is it? What is the policy objective? Even the architects of this legislation don’t know, which has led to this divisive, toxic shambles.
Use of the word ‘registration’ here is critical. Why was a scheme akin to long-term landlords not deemed appropriate?
Registration = notification
Licensing = authorisation
The general public (and most policy makers) have very little understanding of the critical difference.
Good regulation is:
Transparent
Accountable
Consistent
Proportionate
Targeted
