@cnnphilippines The mere fact that the gov't made an appeal to ICC, it confirms the recognition of the international body's existence. When the appeal was rejected, the gov't discarded any negotiations with ICC. Btw, the PH gov't is NOT the defendant here. Duterte is the accused.
