HEDONISTIK & KORUPSI

Dalam satu penerbangan panjang ke Afrika, saya sebaris tempat duduk dengan seorang pegawai kejaksaan China, namanya Jun. Dia berangkat ke Afrika bersama timnya untuk memeriksa seorang tersangka korupsi, warga China yang mengerjakan proyek investasi pemerintahan Tiongkok di Bostwana. Dia tidak bercerita banyak soal kasusnya, tapi saya sempat bertanya: "apakah si tersangka korupsi itu kelak akan di hukum mati?". Jun menjawab: "why not?!.

Menurutnya, memenjarakan seorang koruptor selama lima tahun biayanya sama dengan mengirimkan 2 mahasiswa ke luar negeri hingga menjadi insinyur. Jun lalu membuat simbol pistol dengan jari tangannya dan berkata; "satu koruptor dibunuh untuk mencetak dua insinyur, itulah bentuk keadilan bagi negara kami".

Korupsi bisa lahir dari aturan-aturan yang dipersulit, tapi pengawas dari semua kesulitan itu siap disogok. Korupsi adalah perselingkuhan antara moral dengan kejahatan konvensional yang berusaha dinormalisasi dengan wewenang. "Petugas negara yang korupsi adalah 'babi-babi' yang lebih senang berkubang lumpur daripada menjadi bacon strip", kata Leo Tolstoy.

Jabatan dalam suatu pemerintahan adalah amanat publik dengan wibawa yang sangat artifisial. Ada penghormatan yang sengaja diciptakan, dimana ketika pensiun, kehormatan itu perlahan akan sirna dan tidak berarti apa-apa. Pejabat berusaha menumpuk uang sebanyak-banyaknya (darimana pun asalnya) agar sampai mati ia tetap dilayani dan dihormati selayaknya pejabat.

Korupsi adalah pelanggaran moral yang terkadang bisa dinormalisasi dengan transaksi. Uang hasil korupsi bisa membayar massa, media dan penjara. Inilah siklus kejahatan yang sangat lazim; korupsi di suatu tempat akan menyokong korupsi di tempat lain.

Indonesia harus belajar ke negeri China, terutama dalam penindakan korupsi. Di sini ada gubernur, menteri, bupati, bahkan Hakim Agung yang terlibat korupsi. Mereka adalah sekumpulan perampok uang rakyat yang memilih hidup di kubangan lumpur daripada hidup lebih terhormat seperti babi yang ikhlas menjadi "bacon strip".
