This is what I think, I may be wrong.
1984 Thather introduced a mechanism providing a loophole for wealthy farmers/landowners to avoid inheritance tax.
This led to other wealthy individuals such as Dyson & Clarkson spending millions on buying up land.
Govt is trying to fix it .

Poor bloke - Farm worth 12 million quid and so will pay £600,000 inheritance tax but can do it over ten years - imagine how we'd all struggle inheriting on 11.4 million quid .
