As leaders meet for the G7 France, writing in the accompanying @g7_rg Evian Summit publication, Secretary General of the World Customs Organization Ian Saunders, sets out why effective, efficient and modern customs is necessary for the proper functioning of international supply chains.

Hosted in Lima, the Conference of Directors General of Customs of the WCO Americas and the Caribbean region, inaugurated by Javier Eduardo Franco Castillo, National Superintendent of Customs and Tax Administration and chaired by @SUNATOficial Director General, Jorge Freddy Gallo Alvarado, concluded on a high note after delegates discussed the regional priorities which include strengthening of regional cooperation, information exchange based on data and support to modernization in Customs operations.
The WCO Secretary General, Ian Saunders, took this opportunity to outline the WCO’s overall achievements against the targets of the new Strategic Plan 2025-2028. He also touched upon the implementation status of the WCO’s Modernization Plan and framed the priorities for the 2026 Council Sessions in June.
After listening to presentations by the regional entities on their activities, Delegates exchanged views on ways they fulfill their security mission and raise public awareness on Customs role in ensuring the protection of society, in line with the 2026 WCO’s theme “Customs protecting society through vigilance and commitment”.
At the margins of the Conference, the WCO and the Special Secretariat of the Federal Revenue of Brazil signed a Memorandum of Understanding establishing the Regional Office for Capacity Building for the Americas and the Caribbean, assuming the responsibility for coordinating and supervising regional activities, providing technical assistance to Member Customs administrations, and acting as a focal point for communication and cooperation with the WCO Secretariat, partners and donor organizations.
The WCO’s Programme Global Shield (PGS), in close collaboration with @INTERPOL_HQ, held a five-day regional workshop on Chemical Security and Detection Methods in Guayaquil, #Ecuador🇪🇨, from 13 to 17 April 2026.
This final PGS workshop brought together 22 senior managers and other enforcement staff from 17 #Customs administrations across Latin America and the Caribbean to strengthen their response to the evolving threat posed by improvised explosive devices (IEDs). The event was funded by the U.S. Department of State, Bureau of Arms Control and Nonproliferation, Office of the Nonproliferation and Disarmament Fund (NDF).

Stronger Together: Customs gather for the 46th Session of the WCO Enforcement Committee
Customs administrations began meeting today in Brussels to discuss how to better leverage data and technology and enhance international cooperation to ensure impactful and future-ready enforcement.
For the first time, WCO Secretary General Ian Saunders and WCO Council Chair, Bashir Adewale Adeniyi, the Comptroller General for Nigeria Customs Service, jointly inaugurated the session—highlighting a strengthened commitment to enforcement and its growing strategic importance. Customs plays a critical role in protecting society: from preventing illicit and hazardous goods to safeguarding supply chain integrity and supporting secure, lawful trade. As emphasized during the WCO Secretary General’s opening remarks, effective enforcement relies not only on vigilance, but also on the right tools, systems, procedures, and collaboration.
The Council Chair’s message resonates strongly: when Customs administrations work together, enforcement is stronger, trade is safer, and the global economy becomes more resilient.

The WCO has released an e-learning course on establishing a mechanism between parties to an FTA/PTA to automatically exchange data related to Certificates of Origin (COs) for goods being imported into, or exported from, their respective countries under a preference claim. Available to Customs officers on the WCO CLiKC! learning platform under the title “Certificate of Origin Interconnectivity”, the course was developed based on the WCO Interconnectivity Framework for Certificate of Origin, which aims at ensuring that IT platforms supporting the exchange of COs are aligned with a set of protocols, standards, and guidelines. Development of the e-learning course was funded by the Customs Cooperation Fund of Korea (CCF-Korea).

GTFP II in El Salvador 🇸🇻 – Virtual Sessions on Integrated Risk Management
The capacity-building activities of the SECO-WCO GTFP Programme’s second phase in El Salvador are progressing. From 2 to 6 March, a series of virtual sessions on Integrated Risk Management (IRM) were held to support the Directorate General of Customs of El Salvador in further developing its written risk management strategy and risk matrix.
During the sessions, participants had the opportunity to discuss and assess the progress made in implementing the WCO recommendations on risk management issued during the two previous WCO missions. The risk management strategy, including the functioning of its Risk Management Committee, was reviewed and additional guidance was provided to support its continued development.
The Customs Risk Matrix was also reviewed and adjusted to better target compliance-related risks. Based on the discussions and analysis carried out during the sessions, a new set of recommendations was provided to further strengthen the risk management framework.
The SECO-WCO Global Trade Facilitation Programme – Phase II (GTFP-II) will continue supporting El Salvador through upcoming activities planned for 2026. More updates to follow.

The World Customs Organization (WCO) successfully hosted the 33rd Global Meeting of the Regional Intelligence Liaison Offices (RILOs) on 20 and 21 January 2026. Discussions focused on showcasing RILO initiatives and exchanging experiences, enhancing visibility and performance of the WCO RILO Network, and advancing the implementation of the Customs priorities and the WCO Strategic Plan.
A key highlight was the role of Customs Enforcement Network (CEN), which has now recorded more than two million seizure cases worldwide, reflecting strong Member commitment and collaboration.
The Global RILO Network continues to support WCO Members in safeguarding international trade against illicit activities and advancing intelligence‑led enforcement.
The WCO has released its latest Illicit Trade Report, revealing how transnational criminal networks are becoming more sophisticated and adaptive.
The report highlights key enforcement trends—from drugs and environmental crime to money laundering—and underscores the power of data sharing, collaboration, and innovation in protecting global supply chains and security.
