🚨All You Need to Know About Bihar Semiconductor Policy–2026

Bihar aims to attract ₹25,000 crore in investment, generate over 2 lakh direct and indirect jobs and make the semiconductor sector contribute 5% to the state’s GSDP.

The government also wants at least three major fabrication or ATMP units with investments above ₹5,000 crore each.

The policy applies to semiconductor fabrication units, display fabs, compound semiconductor units (such as GaN, SiC, GaAs, InP), ATMP/OSAT units, semiconductor design firms, and electronic component manufacturers.

Only manufacturing and value-addition activities qualify. Trading businesses are excluded.

The state will provide capital subsidy equal to 60% of the capital assistance approved by the Government of India, on a pari-passu basis.

This applies to fabs, display fabs, compound semiconductor units, and ATMP/OSAT units.

For every ₹100 crore of approved project cost, one acre of land will be provided at a token price of ₹1 through BIADA. Additional land will be available at 50% of BIADA rates.

Stamp duty, registration fees, and land conversion charges are fully exempted for the first transaction.

Units can either opt for a special tariff of ₹5 per unit or purchase renewable power through open access. In the renewable option, 100% of cross-subsidy surcharge and wheeling charges will be reimbursed, with 20% tolerance for non-renewable power.

There is also a 50% capital subsidy for power infrastructure and captive solar plants (capped at ₹50 crore).

Untreated water will be supplied at ₹4 per cubic meter for 10 years. A 50% capital subsidy (up to ₹50 crore) will be provided for water treatment infrastructure.

An interest subsidy of 5% per annum is available for seven years from production, capped at ₹25 crore per year.

The policy offers 100% reimbursement of net SGST deposited for 10 years, up to 100% of the approved project cost.

A Semiconductor R&D Centre will be set up at IIT Patna. The state will reimburse 75% of domestic patent costs (up to ₹10 lakh) and 75% of international patent costs (up to ₹20 lakh).

The government will reimburse 100% of training costs, capped at ₹20,000 per employee, for the first 1,000 Bihar-resident employees.

Design companies investing at least ₹5 crore will receive 20% additional reimbursement over central incentives (up to ₹15 crore). If 70% of employees are Bihar domiciles, an additional 5% incentive (up to ₹5 crore) will apply.

Design units can also claim 50% lease rental reimbursement (₹55 per sq. ft. cap) for five years and 25% reimbursement of electricity bills for five years.

Projects investing ₹2,000 crore or more and generating at least 1,000 direct jobs can receive customized incentives under BIIPP–2025.

A Bihar Semiconductor Mission will oversee execution. Applications will be processed through a single-window system. Stage-1 clearance is targeted within 15 working days, and SIPB approval within 30 days.

Bihar Cabinet approved the Bihar Semiconductor Policy–2026 on 29 January 2026. The policy will remain in force for five years.
