This is an excellent point.

However, you can put a legal IOU (contract) content identifier (hash) on the blockchain. The contract is public and attached to every token.

You can ensure that the contract is digitally signed by the token issuer, and that it is immutable, which means it can’t be altered.

You can also ensure that only a fixed number of tokens are (or can be) issued.

You can ensure the tokens can’t be counterfeited.

With just a tiny bit of help from the legal system to enforce the promise of the issuer, you have an excellent trusted system for capital allocation where fraudulent activity is easily recognized and removed.

Ravencoin is the best at this, but there are other options.
