The Obama Center Blueprint: The $10 Lease, $850 Million Project, and Payment Disputes

The 99-year use agreement for the Obama Presidential Center on public park land was approved for $10.

The construction consortium, Lakeside Alliance, includes:
• Turner Construction
• AECOM Hunt
• Brown & Momen
• Powers & Sons Construction
• Ujamaa Construction

Several subcontractors have publicly alleged they are still owed money for work performed on the project. Those publicly identified include:

• Adamson Plumbing
• II in One Concrete
• Glass Management Services
• Vision Painting & Decorating Services

These companies have alleged unpaid invoices, disputed change orders, or have filed litigation or bankruptcy proceedings while seeking payment. Those claims remain disputed.

The Obama Foundation has stated that it paid its construction manager, Lakeside Alliance, and that it does not have direct contracts with the subcontractors.

The project’s estimated cost has grown from roughly $330 million to more than $850 million. Reports have also noted that the Foundation’s endowment currently contains about $1 million despite an earlier $470 million endowment goal. The Foundation has said the Center is fully funded and that it intends to build the endowment over time.

As the 99-year lease for $10 continues to be discussed, many Chicagoans continue asking questions about public land, project costs, contractor payments, and accountability.
