यदि किसी पुलिस अधिकारी का व्यवहार इतना आक्रामक हो कि वह ड्यूटी पर तैनात सैनिकों को उकसाने वाला प्रतीत हो, तो प्रश्न केवल सैनिकों पर दर्ज होने वाली एफआईआर का नहीं है।

प्रश्न यह भी है कि यदि कोई सरकारी अधिकारी अपने आचरण से सेना के वैधानिक दायित्वों के निर्वहन में बाधा उत्पन्न करता हुआ दिखाई दे, तो क्या उसके आचरण की भी समान निष्पक्षता से जांच नहीं होनी चाहिए?

विडंबना यह है कि अक्सर चर्चा केवल सेना के विरुद्ध एफआईआर की होती है, जबकि यह भी उतना ही महत्वपूर्ण है कि यह देखा जाए कि तनावपूर्ण स्थिति उत्पन्न किसके व्यवहार से हुई।

फिर भी, इस पूरे घटनाक्रम में हमारे सैनिकों ने जिस संयम, धैर्य और अनुशासन का परिचय दिया, वह भारतीय सेना की सर्वोच्च पेशेवर परंपराओं का प्रमाण है। उग्र परिस्थितियों में भी संतुलित रहना ही एक सच्चे सैनिक की पहचान है।

कानून सबके लिए समान होना चाहिए- न किसी के लिए विशेष संरक्षण, न किसी के लिए विशेष कठोरता। निष्पक्ष जांच ही न्याय की पहली शर्त है।

As per this logic of this dumb lady, in the administrative district of new delhi there is only one DC , 70+ ministers under govt of india , 15+ ministers under govt of delhi. So DC is way more senior than all these ministers.

DC is way senior than a Colonel. In a district there are 10s of colonels but only one DC. Even an SHO is senior than a Major.

High time Army brethren realise this. Kishtwar should be lesson for all of them.
