Oregon has the highest rate of registered sex offenders per capita of any state in the nation, roughly two and a half times the national average, according to Oregon State Police. Oregon's registry currently tracks approximately 30,000 registered sex offenders statewide. Of those, only Level 3 offenders, those classified as highest risk to reoffend, using the state's Static-99R risk assessment, are listed on Oregon's public registry. That's about 1,500 people, or roughly 5% of the total registry. The remaining 95%, classified as Level 1 or Level 2, are not publicly searchable under current Oregon law.
