My Stop Super Speeders Act is designed to address exactly this problem: it requires speed limiters be installed in the cars of those who refuse to drive safely and get 16+ speed tickets in a year.
It impacts a small number of drivers but will have an outsize impact on safety.

All bridges, highways, and streets will be closed to traffic from 9pm Sunday thru noon Monday. No cars, trucks, scooters, or e-bikes. Limited exemptions for essential and emergency movement.
This is projected to be NYC’s worst blizzard in a decade, with extremely dangerous conditions.

This weekend’s wind chill is dangerous and life-threatening. Wind chills drop to subzero around -10°F to -12°F Saturday and Sunday.
Frostbite is possible in minutes. Limit time outdoors and cover all exposed skin. Exposed skin can freeze quickly. Numbness, pain, and loss of feeling are early warning signs, and can lead to permanent deep tissue damage, and in some of the worst cases if treatment is delayed, amputation.
Monday feels near freezing, with wind chills around 30°F. Cold remains a concern, especially in the morning and evening.
Tuesday feels closer to 15°F. Prolonged time outdoors can still be dangerous without proper layers and face protection.
Wednesday is the “warmest” day of the week, even though it stays below freezing. Wind chills rise into the mid to upper 20s. This is the best window for errands and outdoor tasks, but winter protection is still needed.
Thursday cools back to around 20°F, with biting winds making it feel colder at times.
Friday feels like the low to mid teens again, bringing renewed cold stress risks heading into next weekend.
Temperatures remain below freezing all week. Existing snow and ice will not melt and may refreeze overnight, creating slippery conditions.
Cold stress, frostbite, hypothermia, frozen pipes, and power disruption remain risks all week. Dress in layers. Cover hands, ears, and face. Check on older adults and neighbors. NYC is now under a Travel Advisory and a Winter Weather Advisory. The City’s Winter Weather Emergency Plan has been activated.
Snow continues through the day and into the evening, with steadier snow possible this afternoon and evening. Snowfall rates generally range from 0.1 to 0.3 inches per hour, with brief periods up to 0.5 inches per hour. Total snowfall of 2.5 to 4 inches is forecast and likely across the city, with a low chance for higher totals.
Roads and sidewalks may become snow covered and slushy, with visibility occasionally reduced to around one half to one mile. Highs near 35 degrees today will drop quickly this evening, with wind chills falling into the low to mid teens overnight.
Cold temperatures will allow snow and slush to refreeze, increasing travel hazards.
Avoid unnecessary travel if possible. Use mass transit when you can and expect delays. Drivers should slow down, increase following distance, and watch for slick spots especially on bridges and ramps. Pedestrians should use caution on sidewalks and stairs. Check on older adults, people with disabilities, access, or functional needs and anyone without reliable heat. If you see anyone vulnerable outside who may need shelter, call 311.
