**Fixes to the original post**
- Add **rules**, **output styles**, **plan mode**, **permissions**. Seven steering methods, not five.
- Only hooks are guaranteed. Skills/subagents fire if the model chooses them.
- Don’t dump runbooks into CLAUDE.md.
- One owner per outcome. Reviewer ≠ maker.
- Measure: fewer rediscoveries, fewer blocked tools, tests run without being asked.

**Order:** CLAUDE.md → 1–2 hooks → 1 skill you already paste → 1 subagent → plugin when a teammate needs the same kit.
