URSB Trains Ugandans Returning from South Africa on Business Formalisation
Today, at the National Leadership Institute in Kyankwanzi, the Uganda Registration Services Bureau led by Registrar General Ms. @Mercykains and other officials engaged with the community that returned through the Government’s repatriation programme
The training covered business start-up, formalisation, brand protection, and other business-related topics. Its aim was to give the returnees a foundation for starting life after being evacuated from South Africa.
This is one of several government interventions in place to support Ugandans rebuild

URSB staff are strengthening their dispute resolution skills through training in Alternative Dispute Resolution (ADR).
Held in partnership with the ALP Dispute Settlement Hub @AlpDisputeHub, the workshop focused on negotiation, mediation, conciliation, and arbitration, equipping staff with tools to resolve disputes earlier and more efficiently.
The discussion is underway at Kabalega Resort, Hoima City, where URSB is engaging stakeholders on the rollout of the Centralized Non-Individual Register (NIR) for entities registered, licensed, incorporated, authorised, or carrying on business in Uganda.
The engagement was officially opened by Hoima City Resident City Commissioner, Badru Mugabi. Participants include Chief Administrative Officers, Community Development Officers, Commercial Officers, private sector representatives, and civil society actors from across the Bunyoro sub-region.
The NIR was established through an amendment to Section 4 of the Tax Procedures Code (Amendment) Act, 2025, and is expected to strengthen compliance, transparency, and accountability among entities operating in Uganda.

The gathering, attended by CAOs, District Commercial Officers, CDOs, and religious & cultural representatives was addressed by Commissioner Arthur Kwesiga, RCC Dickson Katwaza, and URSB Board Chairman Rt. Hon. Ambassador Francis Butagira.
The new Non-Individual Register is designed to replace fragmented, multi-agency registrations. Its core benefits include eliminating duplication, strengthening inter-agency coordination, enhancing transparency, boosting accountability, and simplifying access to government services for entities like NGOs, companies, and cooperatives.

Today, @URSBHQ is engaging stakeholders at in Arua City on the rollout of a Centralized Non-Individual Register (NIR) for all entities registered, licensed, incorporated, issued with any other authorisation, or conducting business in Uganda at Dreamland Hotel.
The engagement is part of the ongoing NIR regional stakeholder consultative workshops focused on discussing the implementation and importance of the register in strengthening business identification and compliance across the country.
The establishment of the Non-Individual Register is being guided by the Government of Uganda through the amendment of Section 4 of the Tax Procedures Code (Amendment) Act, 2025.

Speaking at the Security Interest in Movable Property (SIMPO) sensitisation workshop in Mbarara, the Registrar General Ms. Mercy K. Kainobwisho said government introduced the Security Interest in Movable Property framework to support people without traditional assets like land. Assets such as phones, laptops, stock, jewelry, and farm produce can now be used to secure loans.
Ms. Kainobwisho also noted that URSB has sensitized financial institutions and lenders across the country to promote financial inclusion and support business growth. Uganda’s legal framework also allows intellectual property such as music, books, and innovations to be used as collateral for credit.
