The Department of Health is now proposing a stronger PhilHealth “Gamot” program to curb medicine wastage — allowing accredited pharmacies to dispense medicines directly to patients instead of stockpiling them in government warehouses.
Health Secretary Edwin Mercado said this approach could reduce overstocking and lower prices through volume-based agreements with pharmacies.
“Sa ibang bansa, pag kayo nagpapabakuna, kalimitan, like sa America, pumupunta lang kayo sa pharmacies… Ganun din yung tinitingnan nating paraan para hindi na tayo nag-iimbentaryo at nagkakaroon ng problema sa ating logistics,” Mercado explained on BNC’s Memo with Korina.
But while reform is welcome, the deeper issue lies in procurement corruption and failed accountability.
The Senate hearings have confirmed what the Commission on Audit has flagged for years — massive wastage of medicines worth billions, culminating in ₱217 million worth of drugs expiring in 2025 and another ₱477 million nearing expiration.
Senator Raffy Tulfo even presented photos showing expired medicines being buried — a stark symbol of systemic neglect.
This is not just poor planning.
It is gross negligence, failed leadership, and a betrayal of public trust.
While millions of Filipinos struggle to afford maintenance medicines, life-saving drugs were left to rot.
Heads must roll.
Legal cases must be filed against those responsible for the wastage of public funds, the collapse of governance, and the suffering of our people.
