@JakeSullivan46 Recall that in the 1973 Yom Kippur War, Israel was pressured buy the U.S. to not strike the first blow, but to wait until the Arabs attacked first. Then, in both Persian Gulf Wars the U.S. insisted that Israeli not respond to the numerous Scub missile attacks.

I understand it to mean that the IG's. investigated the whistleblower complaint and found evidense of a program to recover alien technology and that Congress needs to meet "urgently."
