NEWS UPDATE: During the interpellation, the House budget deliberations of the Office of the Vice President descends into a breakdown of decorum after Vice President Sara Duterte requests for the appropriations committee to replace Rep. Stella Quimbo (Marikina City) with another lawmaker to preside over the hearing.

Quimbo says the vice president is not allowed to do that. Duterte remarks in frustration: "Walang rules-rules dito."
