If it's got that bad that the only authority the police have in the situation with a lone, clearly unarmed youth is that they have to shoot him, then the police have or soon will lose respect and consent of the ordinary people. That might be Brazil, but how much better if the people respect and trust the police and they don't need to resort to firearms?
@KonstantinKisin I actually didn’t see authoritarianism, but more default compliance. Britons are pretty law abiding. But we complied uncritically. We gave government the benefit of the doubt. In the aftermath we doubted.

UNTIL they have to face the consequences themselves. We need to sites up that process, as delayed ramifications prevents many people learning the lesson fast enough.
