Basic! No one should have to pay for services which are not provided. Our government should have their compensation tied to certain parameters which would be complicated, but it should measure fiscal performance and how well the citizens are served by the government that they run. Probably decrease corruption because the current system is based on increasing income through debt and taxing the productive instead of efficiency which promotes corruption.
