In 11 days the second quarter is over; halfway through the fiscal year. Shouldn't council need to know, for example, where the town stands on actual versus planned on:
-the operating plans and budget?
-the capital plans and budget?
-the Strategic Priorities plans and progress?

That is the name for proposing a high priced option so that the lower priced preferred option will be chosen. For example,
'a new recreation complex would cost between $120 and $190 million even if the land could be found for it.
