I propose to suggest that there should be a limit to how many times you are allowed to strike a horse with a whip in order to prevent any animal abuse as well as any outside person having to intervene. A rule like this would change the way we treat horses in the long run.

Clearly the horse is in distress as Annika Schleu of #GER in tears struggling to control him. Then her coach Kim Raisner violated the rules by punching the horse. Coach has now been disqualified from #Tokyo2020. Poor horse. #ModernPentathlon
