Minister of National Unity and Civic Engagement, Dr. Bizimana, said that in 1990, the French Embassy in Rwanda produced a report indicating that a genocide was being planned in Rwanda.
In 1991, General Jean Varret, who was in charge of military cooperation, visited Rwanda and met with Colonel Rwagafirita, who informed him of the genocide plan being prepared.
At the time, he reportedly said, “The Tutsi are a minority; we will eliminate them. Police will work with soldiers to resolve the ‘Tutsi problem,’ and it will not take long, they are very few.”
