In Germany (the quoted example), PhD’s are effectively free for German nationals ( I know at least a few people personally who go this route, they sometimes become lifetime PhD candidates, doing 2-3 in a row or dropping out of one and enrolling into another).
The thing is Germany is a very prosperous country which has social security and prioritises free education.
So… there is NO pressure to do anything. You can live in a nice state funded room for the rest of your life.
So…. no stress and hence no ‘survival of the fittest’.

India OTOH is one deadly competition after another after another. It’s literally fight after fight so people get used to doing what other people did to succeed in life.
There is no social security, so you struggle to make something of your life and there is pressure on individuals.
Plus corruption is non existent in Germany whereas it’s endemic in India.
Despite the problems though, India thrives which is a tribute to survival skills of Indians.
