Kagame a lancé son ambition « asiatique » dès 2000, à son arrivée à la présidence.

En 2024-2025, le PIB par habitant du Rwanda oscille entre 1060 et 1120$. Celui de Singapour, en 1975 ( il y a 50 ans) tournait autour de 2 490 dollars. L’ambition n’a pas produit l’équivalent asiatique ; mais vous avez, avec lui @KO6o0n , plus en commun que vous ne l’imaginez.

Personne ne devrait s’attendre à voir un pays africain continental devenir comparable à un pays asiatique dans les 50 prochaines années. C’est hautement improbable.

Les pays asiatiques sont des héritiers d'une civilisation millénaire : ports, écoles, administrations, discipline, continuité de l’État.C’est presque un miracle historique que ce soient des Occidentaux qui aient conquis le monde, et non eux.

Mon point, plus modeste, est que nous devrions viser ce qui est atteignable : être propres ; cesser de nous entretuer ; réduire le mensonge et le vol entre nous. Je n’attends pas d’un Homo sapiens qu’il atteigne le degré zéro de ces vices ; mais les réduire, s’organiser, se discipliner, c’est possible. Et c’est là que j’admire le Rwanda et Kagame.

Tous les citoyens, tous les intellectuels africains, de quelque parti ou de quelque idéologies qu’ils se réclament, aimeraient cet idéal élémentaire. Avant le rêve asiatique, avant les industries, avant la souveraineté, il y a l’ordre minimal. Kagame est, à ma connaissance, le seul chef d’État africain contemporain à s’en être réellement approché( après une tragédie).

Il demeure, selon moi, le seul homme noir des temps modernes à avoir imposé à son pays un tel niveau d’ordre. On ne parle pas d’un Sankara héritant d’un État relativement stable ; on parle d’un homme parti d’un génocide, sans l’aide , pendant sa guerre , de puissances et d’organisations dont on connaît le palmarès sur le continent.

Aucun pays africain continental n’a atteint cette réduction visible de la corruption quotidienne, du désordre et de la malpropreté publique. Ce n’est pas une statistique d’ONG : c’est l’aéroport, l’administration, l’armée. Presque personne, aujourd’hui, ne revient du Rwanda avec l’expérience ordinaire du racket et du chaos.

Même si l’on pense que cela ne fait pas du Rwanda un Singapour, ça en fait quelque chose de rare en Afrique. C’est admirable. Et cela rend admirable le dirigeant qui l’a imposé. Même au Congo, beaucoup aimeraient un tel président à la tête de leur pays.

Rares sont ceux qui, de leur vivant, ont mis fin à une guerre dans leur pays, puis l’ont dirigé et l’ont mis sur les bons rails comme Kagame.

Parler ainsi d’un dirigeant africain passerait volontiers pour l’adoration coutumière ; pourtant c’est, à mes yeux, l’un des très rares leaders qu’on peut admirer sans avoir à s'expliquer.

On peut chérir la liberté individuelle et la liberté politique, et reconnaître sa réussite,même y voir une inspiration beaucoup plus réaliste que le miracle asiatique.

Des Rwandais peuvent bien sûr avoir des idées et des avis différents sur la question, plus légitimes encore ; et sur beaucoup des points des choses à lui reprocher,mais à l’échelle de l’Afrique, ce qu'il a fait pour son pays est admirable .
