@brettawithers @jeguth The ease of lane closure for construction is very obvious. It is clear that companies are ok with having a lane closed for months. Is there a way to create better incentives for companies to avoid this? If the penalty was $500/hour, it seems that companies would find a way.

2.) The argument that MNPS mask mandate is 'hindering' a response to an emergency conflicts itself. Either it's an emergency (one in which the evidence says masks help or at least do no harm) or it's not (which means that masks aren't needed).
