Yes and also What you do is offer services to SOBER people. Marijuana should be excluded for obvious reasons. No more needles and pipe goodie bags. No more soft approach. Treat these people like adults. Either sober up at rehab or on your own. orrrrr go to jail/prison and sober up there. I'm aware that there are more drugs in Del Valley jail but its easier to monitor and catch the bad COs than it is to let these animals run wild and try and wrangle them up. For every charge these people get, they've already committed 20 offenses that the police cant charge because of lack of evidence. Lock these people up and make asylums great again.
