Lots of misinformation being spread about me the last couple days, so some quick facts

At the June 10 “Discussion Meeting on Promoting the Implementation of Autonomous Driving Technology in Taiwan and FSD Review Process,” the Ministry of Transportation and Communications (MOTC) and the Vehicle Safety Center confirmed that FSD Level 2 can undergo review in Taiwan without requiring any legal amendments.
The MOTC stated that Tesla’s FSD system, based on the company’s own declaration and the classification by the U.S. NHTSA, is a Level 2 ADAS, not a Level 3 Automated Driving System. The driver remains fully responsible for driving. Therefore, FSD V13 and V14 series can proceed with the review process under the existing “Supplementary Operational Regulations for Applying for New Technology Driving System Review Reports” without needing legislative changes.
These supplementary regulations are modeled after the EU 2018/858 Article 39 new technology review mechanism. Applicants must submit:
A declaration of applicability to Taiwan’s domestic road environment, and Safety verification test reports.
After review and approval by a technical committee composed of the competent authority, professional institutions, and expert scholars, the application will be submitted to the Ministry of Transportation for final approval.
Taiwan Tesla has already consulted the Vehicle Safety Center regarding the application process on April 28, 2026. The MOTC has also instructed the Vehicle Safety Center to formally request Taiwan Tesla to submit the official application as soon as possible via letter on May 15.
Once Tesla submits the formal documents, the Vehicle Safety Center will convene a technical committee within 2 to 4 weeks to review the application documents and road testing plan. The MOTC is expected to grant approval within 2 weeks. Road testing will then begin.
After testing, the technical committee will conduct a final review based on the results and report to the MOTC for official certification.

Tesla will actively collaborate with the Ministry of Transportation and Communications and the VSCC to initiate the review process for this new technology driving system, and will continue to push for FSD to become available on Taiwan roads as soon as possible.
At the same time, in accordance with Tesla’s global FSD usage model transition and activation plan, the one-time purchase option for FSD in Taiwan will cease to be available for sale after 23:59 on June 30, 2026. This change does not affect the lifetime ownership rights of vehicles that have already purchased FSD. All current Taiwan owners and customers with pending deliveries can still add FSD via one-time purchase until June 30 (inclusive). Additionally, HW3.0 vehicle owners who have already purchased FSD can enjoy free FSD transfer if they complete a new vehicle order by September 30 .
