Just to follow up on this, I was able to successfully purchase a phone, since staff in an actual Apple retail store were able to override or bypass whatever step in the process was causing a problem. As a bonus, they had the model I wanted in stock, so I got it immediately.

It’s been 4 days, 2 useless trips to the @att store, 4 calls to AT&T service, 3 calls to @Apple, 1 call to a bank, and nearly 8 hours talking to support, and STILL no one can tell me why I’m getting this error preventing me from pre-ordering a new phone! 😡
