ஒன்றிய அரசின் அறிவிப்பை, ஆண்டாண்டுக் காலமாகக் கடைப்பிடித்த ஒரு மாநிலத்திற்கு "தண்டனை"யையும், அதைப் பின்பற்றாத மாநிலங்களுக்கு "வெகுமதி"யும் தருவது போல் இந்த மசோதா நிறைவேற்றம் அமைகிறது.

இந்த மசோதா நிறைவேற்றப்பட்டால், நிதிப் பகிர்விலும் பாதிப்பு ஏற்பட வாய்ப்பிருக்கிறது. நாடாளுமன்றத் தொகுதிகளின் எண்ணிக்கை - விகிதாசாரம் மாறுவது, மாநிலத்திற்கான நிதி ஒதுக்கீட்டிலும் எதிரொலிக்கும்.

ஏற்கெனவே தமிழ்நாடு போன்ற மாநிலங்கள் நிதிப்பகிர்வில் இழப்பைச் சந்தித்து வருவதாக மாநில அரசு, ஒன்றிய அரசு மீது குற்றம் சாட்டி வருகிறது.

பட்ஜெட் தாக்கலின் போதும் தமிழ்நாட்டிற்குப் போதுமான நிதியையும் திட்டங்களையும் ஒன்றிய அரசு தருவதில்லை. அப்படி இருக்கையில்,  தொகுதி மறுவரையறை செய்யப்பட்ட பிறகு, மக்கள் தொகை அடிப்படையிலான திட்டங்களுக்கான நிதி மேலும் குறையவே வாய்ப்புள்ளது.  இப்படிப் பல்வேறு வகைகளில் தென் மாநிலங்களுக்கு, குறிப்பாகத் தமிழ்நாட்டிற்குப் பாதிப்புகளை ஏற்படுத்தக் கூடிய அரசியலமைப்பு (131ஆவது திருத்தம்) மசோதா, 2026 நிறைவேற்றும் முயற்சியைக் கைவிட வேண்டும் என்றும், தற்போது உள்ள பழைய நடைமுறையே தொடர வேண்டும் என்றும் வலியுறுத்துகிறேன்.
