The certificate of the Police Academy of Afghanistan was issued to Shukrullah Khan in 1976:
At that time, non-commissioned officers holding a high school diploma underwent a ten-month practical training program. Afterward, they served in active duty within society for one year, and were then re-admitted to the second year of study. This cycle continued through the third year, after which they completed their full graduation.
This system was similar to the German police model and had been implemented in the Police Academy with the assistance of German advisors.
However, following the April 1978 coup, which was carried out with the support of the Soviet Union, these regulations were abolished. Instead, newly recruited personnel were sent to duty after a short period of training in order to support the new regime.
Later, the system became increasingly militarized, and in practice, only the name of the police institution remained.
