This bill seeks to introduce village councils for every village headed by a village administrator. Govt shall appoint village elders to the council for purposes of coordination of national government projects.
There will be a village administrator for every village. These village elders will be paid a monthly allowance/compensation.
Every village (known as Village units) will have a village council, this council will be headed by a village administrator, who will be working with village elders.
This bill is a money bill (within the definition of article 114 of the constitution) meaning it will require usage and expenditure of public funds through the national budget to implement and run it.

I advised President William Ruto in 2023 during a prayer service in Busia that I was going to court to reject the Finance Bill 2023 and the Housing Levy.
1 year later after the Bill turned into the Finance Act 2023, the court of appeal has today declared it unconstitutional.
The Court of Appeal holds inter alia that the Finance Act, 2023, is entirely unconstitutional. The tenor and effect is that there's is no current Finance Act to govern taxation and other issues, as the Finance Bill 2024 was rejected in its entirety.
