Look at the Dogpatch center (sandwiched between muni depot and construction storage); Division Circle (next to car dealership and paint store); Bayshore (old warehouse). Change how they're running it first and prove the changes work before taking it to a residential hood.

Look at the city's track record with navigation centers. Drug dealers, chop shops, needles, all right by the front door.
