Its very easy to either waive wealth taxes from small businesses entirely, defer them until greater profitability is reached in the future, or simply charge them a much lower rate than larger businesses. And an entrepreneur would definitely be encouraged to invest, because wealth taxes would also apply to cash in the bank. So selling your business and throwing toys out of the pram would not save you from wealth tax
