SENATE APPROVES BAM'S CADENA–BLOCKCHAIN THE BUDGET BILL ON THIRD AND FINAL READING
The Senate on Monday approved on third and final reading a measure authored by Sen. Bam Aquino that seeks to strengthen transparency and accountability in government spending through digital disclosure and blockchain technology.
Senate Bill No. 1506, or the Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act—also known as the Blockchain the Budget bill—was approved by a 17–0 vote, with no abstentions or objections.
The approval came just days after the measure was included among the priority bills of the Legislative-Executive Development Advisory Council (LEDAC).
Aquino earlier said growing public outrage over corruption, particularly amid revelations linked to anomalous flood control projects, created the momentum needed for the bill's passage.
"May mga batas kasi na the time has come," Aquino said. "Itong batas na ito, 'yung nai-file nating bill about disclosure of public documents — iyong CADENA — and the putting of all of these documents on blockchain. Palagay ko rin kapag hindi nagkakagulo ngayon, hindi rin mapapasa iyan. Pero dahil ganito iyong tawag ng panahon, may chance iyang mapasa."
Under the proposed law, all government agencies will be required to upload and regularly update detailed budget-related documents—such as contracts, project costs, bills of materials, and procurement records—on a Digital Budget Platform.
The system is designed to make public spending data accessible, tamper-resistant, traceable, open-source, and verifiable, allowing citizens, media, and watchdog groups to monitor how public funds are used.
The bill also provides for administrative and criminal penalties for government officials who fail to disclose required documents or who upload false or fraudulent information.
The counterpart measure in the House of Representatives, House Bill No. 6761, was filed by Negros Occidental 3rd District Rep. Javi Benitez.
Aquino urged the House to act swiftly on the bill.
"Nananawagan tayo sa ating mga kasama sa Kamara na madaliin ang pagsasabatas ng CADENA Act bilang suporta sa sama-sama nating hangarin nating burahin ang katiwalian sa pamahalaan at matiyak na napupunta sa sa tama ang pondo mula sa buwis ng taumbayan," he said.

BAM: BICAM OKS ₱1.38-T EDUCATION BUDGET FOR 2026, BIG WIN FOR FILIPINO YOUTH
Sen. Bam Aquino on Saturday welcomed the approval by the bicameral conference committee of the ₱1.38-trillion education budget for 2026, calling it a major victory for Filipino students and the country’s future.
Aquino said the approved allocation includes ₱68 billion for classroom construction, ₱25.6 billion for the School-Based Feeding Program, ₱67 billion for Free College Education, and increased funding for the Tertiary Education Subsidy (TES).
"Panalo ang kabataang Pilipino sa pag-apruba ng Bicameral Conference Committee sa ₱1.38 trilyong budget para sa edukasyon sa 2026 national budget," Aquino said, noting that the measure fulfills commitments made during the last elections to push for adequate education funding.
He said the budget is expected to help address long-standing challenges in the sector, including the massive classroom backlog and poor student nutrition, while expanding access to higher education.
Aquino thanked Senate President Tito Sotto, House Speaker Faustino "Bojie" Dy III, Senate Finance Committee Chair Sen. Win Gatchalian, House Committee on Appropriations Chair Rep. Mika Suansing, fellow lawmakers, and the public for closely monitoring the budget process to ensure that education funds were protected.
"Nagpapasalamat tayo [...] sa taumbayan na aktibong tumutok at nagbantay sa proseso upang masiguro na hindi nabawasan ang pondo ng edukasyon sa national budget," he said.
However, Aquino stressed that the work does not end with bicam approval.
"Ngunit hindi pa rito natatapos ang ating trabaho," he said. "Sama-sama nating tiyakin na sa edukasyon at hindi sa korapsyon mapupunta ang pondo."
