As situation stabilizes in troubled area, the arrogance of power returns.

Once that is achieved, the cycle starts again.
Civil Administration is anything but civil.

A Deputy Commissioner who cannot distinguish between civil administration and military operations has no business interfering in counter-terrorism procedures.
DC Pankaj Kumar Sharma (JKAS) not only exceeded his jurisdiction but interfered with the Indian Army's Road Opening Procedure (ROP), leading to the seizure of highly sensitive communication equipment and special military operations vehicles.
Such actions reflect either a disturbing lack of understanding of operational security or a dangerous display of bureaucratic overreach.
In a conflict zone like Jammu & Kashmir, both are unacceptable.
This also raises a larger and more uncomfortable question: What are the training standards for civil administrators posted to conflict-sensitive districts?
Are they adequately trained to understand military protocols, operational secrecy, and the limits of civilian authority during counter-terrorism operations?
If not, the system itself needs urgent correction.
National security cannot be compromised by administrative ignorance, poor judgment, or misplaced authority. One ill-informed decision can put soldiers, civilians, and ongoing operations at risk.
A thorough and impartial inquiry must fix accountability. Equally, the training and sensitization of officers posted to such sensitive regions must be reviewed.

Not rule of law. Has the UN given responsibility to US or any international organization has taken control of international waters. Are they part of some anti piracy operation? And military operation against shipping of civilians, even thieves have to be rescued when in trouble. At high seas or against enemy action when sailors are in distress, they are rescued. It is not law but moral obligation.
The low standards of morality touch a new low for a military that was considered to have some principles. No more.
