The answer matters.
On June 19, U.S. forces conducted a precision airstrike in northwest Syria that killed Ali Husayn al-‘Ulaywi, a senior ISIS leader who served as the military and operational commander of ISIS’s Syrian branch in Aleppo Province.
He was not just another ISIS fighter. Al-‘Ulaywi was responsible for military operations, expansion efforts, and managing a major financial network for ISIS Syria that generated revenue through oil theft and the illegal extraction of petroleum resources.
His importance becomes even clearer when looking at ISIS’s efforts to rebuild. Following the January 2026 release and escape of ISIS prisoners from al-Shaddadi Prison in Syria, more than 60 of those escapees had joined al-‘Ulaywi’s network in Aleppo, where he was actively working to expand ISIS’s presence.
His background also highlights the complexity of the extremist landscape in Syria. Before joining ISIS, al-‘Ulaywi was a member of al-Qaeda’s affiliate Hay’at Tahrir al-Sham (HTS), the group that now governs Syria. He later switched allegiance to ISIS and rose to become the group’s military commander in Aleppo.
This is why counterterrorism requires more than tracking territory. ISIS lost its caliphate, but the networks, financing, leadership pipelines, and extremist ideology never disappeared. Terrorist organizations adapt. They rebuild. They wait. Knowing the enemy is how you stop the next attack.
